Founded in 1998, the Panjin Vocational and Technical College is the first college named Vocational and Technical College ratified by the Department of Education among the higher comprehensive vocational education in Liaoning. The College is a predecessor of Liaoning Television and Radio University Panjin Branch, Panjin Normal School and Panjin Normal College. Wei Shusheng is the first President of the college and a prominent education reformer known nationwide. In 2000, the Panjin Finance & Trade Secondary School and the Panjin Nursing School merged into the College, which ultimately established the embryo of future prosperity and development.
In August 2013, the college moved to a new campus located at Liaodong Bay new district. Following the motto of “Excellent in Specialty and Moral Integrity, Proficient in Unity of Knowledge and Action”, with the unremitting endeavor of the top college management, all faculty, and staff, the college has already become an intelligently skilled, digitalized and humanistic advanced modern higher vocational college. The college campus sits upon 290,000 square meters with 149,000 square meters of building area, with teaching equipment worth nearly 100 million RMB and a collection of around 500,000 books, and it has nearly 7,000 full-time students and 2,200 part–time students (Adult Education).
The college is presently comprised of 9 schools and departments which offer 20 majors. Those majors are divided into three clusters, namely petroleum chemical engineering, energy equipment manufacturing, and modern service industry, which cover science, engineering, medicine, economics, education and etc. The College is currently a demonstration school unit of Liaoning vocational education reform and development program. The college has over 500 faculty and staff, of whom, 161 are professors and associate professors. 84.5% of the faculty teaching specialized courses have “dual-qualification” certifications. The college has 2 excellent teaching teams at provincial level, 2 Liaoning Province brand majors, 3 Liaoning demonstration majors, 2 practical training base projects and 2 major serving industry development capability construction projects, both of which are financed by the central government, 2 innovative practical training base projects financed by Liaoning province government, 4 provincial quality improvement projects, etc. In recent years, the faculty of the college have undertaken over 60 national and provincial research projects, and have obtained over 30 Provincial and Municipal Teaching and Research Achievement Awards and Natural Science Achievement Awards.
Sticking to the educational mechanism of “profound integration of production and education, school- enterprise collaborative innovation, inter-school close integration”, we reform our talent cultivation patterns continuously. The college is now profoundly cooperating with the German International Education Institute (BSK), German International Cooperation Institute (GIZ), German Chamber of Commerce, and Industry Shanghai Representative Office (AHK) in the fields of dual cultivation on vocational education. All of above listed will develop our college into a training facility for the talented, a social training base, a skill appraisal base with distinctive features and international standards.

Spurred by the impetus of developing Panjin City into an internationalized medium-developed city, we will do our best by uniting all faculty and staff and summon up all our courage and energy, and make every effort to build our college into a brand new one, which can bring general satisfaction to the people in the city and general happiness to the whole staff of the college.
